On November 5, , Evey Hammond , an impoverished sixteen-year-old orphan who has turned to prostitution out of a desperation to survive, tries to solicit a man on Guy Fawkes Night. The man turns out to be a Fingerman, a member of the state secret police. Evey watches helplessly as two more of his colleagues emerge from the darkness and announce their plans to rape and kill her. Suddenly, a mysterious cloaked figure wearing a Guy Fawkes mask rescues her using tear gas and a grenade disguised as a prosthetic hand. The enigmatic figure, known as V, brings Evey to a safe distance then blows up the Houses of Parliament, destroying it completely and treating onlookers to a pyrotechnics display issuing from the smoldering ruins. V then takes Evey to the Shadow Gallery, his underground hideout, which is full of banned materials like art, music, and non-state approved literature.

V is a terrorist. It's easy to gloss over at first. After all, Norsefire is the pseduo-Nazi regime oppressing people and forcing them to do what they wanted; the ones torturing and killing people they consider unfit or undesirable. V is the only person who dares take them on, to say that they're wrong, and to free an entire populace that has been enslaved.
The central theme of V for Vendetta is freedom and its relationship with anarchy, or the absence of government. V describes himself as an anarchist as does Alan Moore, the author — one who believes that all governmental authority is corrupt because it infringes on human freedom. We see some of the ways Norsefire does this: forbidding people from reading what they want to read, throwing people in jail simply because of their sexual orientation or skin color, and sending the elderly to gas chambers to die. This requires education, discipline, and hard work. True freedom, V maintains, takes hard work.
